HJR 4212 was voted onto the ballot by the Washington State Legislature by a vote of 78-20 in the Washington House of Representatives and 33-16 in the Washington State Senate. The state's lawmakers argued that they didn't have time to sufficiently research and sponsor bills if only in office for a four-year term.[1]
