Missouri Supreme Court that struck an initiative from the ballot on the grounds that it violated the state's single-subject rule.On October 29, 1990 the Missouri Supreme Court issued its majority opinion in the case. The decision imposed a duty on the Missouri Secretary of State to determine if an initiative petition has more than one subject matter. The ruling decreed, "The organization of the constitution creates a presumption that matters pertaining to separate subjects therein described should ... not [be] commingled under unrelated headings."
