History
The Michigan Legislative Service Bureau was first formed in 1941. The Legislative Council that currently governs the agency was added as a result of the 1963 adoption of the Michigan Constitution[1].
Governance
The Legislative Service Bureau is governed by the Michigan Legislative Council which is responsible for selecting the Director of the Legislative Service Bureau[2].
Divisions
Administrative Services
The Administrative Services Division handles the Human Resources and Business office. The Human Resources Office handles all payroll, benefits, and related human resources training within the Legislature[3]. The Business Office handles all purchasing, accounting, and budgeting functions towards the Legislative Service Bureau and the Michigan Legislative Council[3].
Legal Services
The Legal Services Division provides non-partisan legal advice for members and staff of the Michigan Legislature. Also, the Legal Services Division drafts all bills and joint resolutions along with all necessary legal memorandums. The Legal Division staff is made up of Attorneys licensed by the Michigan Bar and all necessary support staff[3].
Legislative Printing
The Legislative Printing Division prints all legislative journals along with all calendars and bills that are presented on the floor of the legislature. Also, all legislative stationery, newsletters, and booklets are printed by the Legislative Printing Division[3].
Research Services
The Research Services Division handles all research requests for Michigan legislators and staff. This is done with providing legislative research and analysis with non-partisan, factual research. Also, the Research Services Division handles all legislative resolution drafting[3].
All fiscal research is handled by seperate staff in the Michigan House of Representatives and Michigan Senate[4].
Information Technology
The Information Technology Division handles all support and maintenance of the phone and data systems of the Michigan Legislature and related agencies[3].
