California Assembly Constitutional Amendment 20 (ACA 20) was proposed for, but ultimately did not qualify, for the
2010 ballot in
California as a
legislatively-referred constitutional amendment. It was sponsored by
Roger Niello, a
Republican in the
California State Assembly.
ACA 20 proposed to transfer responsibility for writing the ballot titles of statewide California propositions from the California Attorney General's office to the California Legislative Analyst's Office (LAO). ACA 20 would also have the LAO come up with the fiscal estimates for statewide ballot propositions.
